Loaches not Eating & Other Tank Problems

Recently I have noticed a large amount of Algae growth in my tank. The water has also become cloudy. I preformed water changes to help remove some of the bacteria. The water came back to being cloudy. Bubbles formed on the surface of the water. A day later the Loaches stopped eating. I feed them "Bio-Blend Bottom Feeder Fish Food" Normally; the loaches would eat 3 pellets every night. I have five Clown Loaches ranging from small to medium large. They have stopped eating. The loaches are also more sluggish and they are moving their gills and mouth rapidly. They also rarely come out of hiding.

This has never happened before and I do not know what to do. Please give me some suggestions.
