clown loaches fighting

I have two clown loaches in a ten gallon tank, the larger one constantly chases the smaller one and I the smaller one's dorsal fin has small shreds in it. I was considering adding another loach to divide up the "chase time" of the smaller on between the two but I think that may over crowd the tank. At the end of the day they still sleep together and huddle in the same place if they are scared so I am wondering if there is anything I can do to stop the chasing or if it is natural and the small loach will adapt to it and remain healthy.
