OT - Dwarf African Frog

I have a 29 gallon tank and a frog who has been
hanging out at the surface quite frequently.
He will stay at the top so still and then he
will slowly sink to the bottom of the tank. The
frog was shedding a bit of skin too.
The first time I saw him doing this I thought
he was dead! He has been doing this the last
3 days off and on. I also have in the tank:

2 clowns
2 kuhlis
4 cory catfish
1 tetra

I realize these frogs need to go up to the surface
once in awhile to get air, but he seems to want
to hang out there all the time. He does not look sick by the way. Just wondering why all of sudden
he is doing this. If anyone can shed some light on this, I'd really appreciate any info.
