PLEASE HELP: Baby loach with RED gills

I have a baby loach approx 1 1/2" in length.
He started rubbing on everything. I quarantined it. It had a few white spots on the tail. I treated for ick. That seems to have removed the ick from the tail. However the gills are red. They have always been red though.... and I am not sure if the fish normally has red coloration in th gills when young or not.
Also the skin appears to be a bit whitish. Could be velvet?
The ick medication also contained acriflavine, which should also treat the velvet?
I need to know if the fish is normal at a young age to have red gills and also if the skin should have a bit of a whitish tint to it... being scaleless. I have never owned a loach before.
