Different aspect on 'wasting' fish

Have read the various threads about fish wasting away/losing appetite and medical causes for this. Are there any theories on social causes?

I have observed a couple of fish being harassed repeatedly at feeding time (the latest one being an 18 month old clown loach, now sadly passed away). Do these fish build up a conditioned response which causes them to stop eating?

This is the example I've observed:

Fish attempts to eat, fish gets harassed. Fish stops eating, fish is no longer harassed. Fish therefore stops eating (to avoid harassment) and starves to death.

Anyone care to discuss the theory?
