A curious film

I'm running water through and slowly adding plants to a new 32 gallon. This is still the largest tank I've set up, and I'm sure there's whole volumes of information that I will have to learn, but to start:
It's been running (unstocked!) for about a week. I have changed a third of the water, and I'm now noticing this transluscent, whitish slime starting to build up on the inner surfaces. Sometimes, like on the gravel bed, it gets thick and really unappealing. Elsewhere, like on the filter parts, it is just a thin, very slimey film. What is it? How do I intervene with its seemingly hearty development? Is it a sure sign that I'm doing something good or bad?
