cotton mouth

One of my rainbows has cotton mouth. I've never had a hospital tank before and was thinking I'd buy one tomorrow if necessary to separate him out... OR, should I treat the whole tank in case others might get it? I added a medicating amount of salt two days ago hoping that would help but he is continuing with the fuzzy white mouth and I think it may be a bit worse.

It is my understanding that this is not a fungus but a bacteria. What med to your recommend? If I treat my whole tank (72 gallon with 15 rainbows and 9 loaches) how do I dose it at a safe level for the loaches? Any help would be greatly appreciated. I am lucky to not have much practice with treating sick fish.
