Cleaning clear plastic

Is there anything that dissolves the water spots that build (and build, and build, and build...) on the cheap plastic hoods below the lights? Mine are a fright, and I've soaked, then soaked in Simple Green, then finally put away the scrub brush and grabbed a razor. Which probably took off plastic too but got rid of *most* of it. I want to get rid of *all* of it! With my swords in there, my twin 12.5-watters start to fall below "grow at all" light levels when the white stuff builds. Any proven chemicals that will rinse away afterwards?
