little bugs

has anyone ever had a problem with little bugs, or tiny shrimp looking things living in the tank, swimming at the surface? I look up at the surface of the water from below and see it covered little swimming things. I siphon off the surface of the water, and try to suck all of them out, but they return within a few days. could this be associated with the feeding of live tubifex worms, possible worm larvae? On the bigger critters you can see what looks like a head with two little flippers attached, and they kind of jump around while swimming in the water. any knowledge would help
