Adding New, Cold Water to Tank

After removing 3 gallons from my 10 gallon, here's how I replace it:
I fill a 1 gallon plastic milk bottle with cold water, add one drop of Tap Water Conditioner, and then pour a little into the tank. Maybe 1/3 gallon in warm weather when the tap water is not so cold; maybe only 1/8 gallon in the winter. Then I set the bottle on top of the aquarium lights to help warm the bottle and wait a while.
I figure when the heater is off (not glowing) that the tank water is back up to spec and I can add more. I also watch the thermometer.
This works great, but I'm curious if anyone has any better ideas.
BTW, I never use hot water. You never use it for cooking because it tastes like the inside of the water heater, and I figure the same logic applies to my aquarium.
