First thing - can you drop in an airstone to increase aeration of the tank, and drop the water level a bit so the outflows of the filter cause more disturbance? That's usually what it means when they gasp for air IME, though it does cause pause that the other clowns aren't doing it. Any other indications it may be ill? What are your tank parameters like temp, size, filtration, ammo/nitrite/nitrate? Clear water? etc.
