How do submersible heaters work?

I set my 150-watt submersible up a ways until it was keeping my tank at 87F, and since I covered the tank the heat retention has been such that this morning I discovered it to be a hair over 90. Odd; when it was set at 82 several weeks ago and the air went out and the water temp approached 90, the heater would still come on occassionally. Is it a faulty unit, or is there something other than just a thermostat that regulates them? I could swear I had another heater that was just inaccurate a few years ago.

Would buying a better quality heater help, like an Ebo-Jager?
