Chelated vs. Non-Chelated iron in plant food

What's the difference and what are the health risks to fish. I've heard that non-chelated is toxic and yet the plant food I was using uses that kind of iron. I have since switched to a chelated form and bought an iron test kit but I have very little info on this subject.
