Strange clown behaviour

My clown Loach refuses to eat any food that touches the bottom of the tank. He sometimes eats it when it is floating but usually only when the food is on its way sinking to the bottom. My problem is that in order to get him to eat enough I would have to put in quite a bit of food and that leads to water quality concerns...as it is right now, I have a tank full of very fat well fed fish and one clown loach becoming emaciated (there is one other healthy clown loach by the way with no such problems in 2ft tank -I would buy a third but there just isnt room and these two seemed pretty happy for almost a year)
