cloudiness/filtration LONG

Hi all :)
Please help me (again)!

My fish are in great health, my aquascaping looks terrific, I've got heaps of light, my plants are taking off, the water parameters are excellent. BUT: there's still too much particulate matter in the water column!

Here's the material facts:

36x18x18 (correct me if I'm wrong but that means 50 US gallons?)
1)Eheim 2213 (up to 65gallon aquarium rating)
2)Aquaclear 402 powerhead w/quickfilter attachment
3)Aquaclear 201 powerhead for circulation
itty bitty gravel, 2 inches high.
5 clowns and 4 modesta, all 4inches or less SL.
50% weekly

On paper I shouldn't have this problem that I can't get rid of (particulate matter, remember!).

How *can* I get rid of it? I want a crystal clear tank like everyone else seems to have.

Have I got too much circulation? (in terms of particulates, not in terms of what the fish would like)

Have I got the wrong media in the filters? (filterfloss in the quickfilter, sponges/ehfisubstrat/ehfimech/ehfisynth in the eheim)

I can already hear you guys yelling 'diatom filter,' but I've tried unsuccessfully to get one here in NZ. So rule that out of the equation.

Hooray. I've managed to express myself clearly for a change! That means replies are likely. So get typing!

Thanks heaps :)
