Aggressive loaches

We have 2 lovely clown loaches. They are healthy and growing fast. However, they have recently become quite aggressive towards our large angelfish. They nip at her fins, chase her about the tank (20 gal) and she is becoming quite raggedy. They interfere with her feeding by deliberately stealing her food flakes at the surface, and she's getting skinny! She does nothing mean to them. I thought clown loaches were supposed to be fun community fish? What's going on? Any ideas from anyone? I'm worried I"ll have to give the loaches away.
