Rostrata Sick?

One of my botia rostrata is breathing very heavily and spending more time near the middle or top of the tank. All other fish are fine and I did a 30% water change and there seems to have been no effect. I have corys, platties, swordtails, botia striata and a pleco in the tank, 45 gallons.

Anyone have any ideas?
