Oto Cats swim funny?

Well, recently my 15-gallon tank exploded. No casualties. I then bought a 20 to replace it and keep my Rosy barb and Horse-Faced Loach (the reason why I'm posting here -- plus you might know about oto cats). I picked up a few fish for the tank (pH 7.2, temp 77F). These included a teeny-tiny Otocinclus affinis (also a pair of Kribs, some White Clouds, and Corys, and 2 unidentified Aplocheilus that my friend gave me), who happens to swim kinda strange. He sorta floats in the current, including upside-down, until he gets to a surface he can affix his sucker to. Is this normal?
