It's best to keep 3-5, as they are shoaling/schooling fish. Clown loaches will eventually get very large (up to 10 in.--up to a foot long in the wild), so you should plan to eventually get a larger tank (55g minimum). They are great fish, but water quality must be optimum in order for them to stay healthy. Here are some links about clown loaches:
