1 inch per gallon?

Whatever the rule of the thumb is... 1 inch of fish per gallon, (or, as we say in Germany: 1cm of fish per 2l)...

Does that apply to my 3 river loaches, too? Mine are 4cm (1.6 inches) long but not fat or high so I think this type of measurement is unfair. These three alone would take up more than half of of my aquarium (24l of 54l).

So is there any way to calculate safely how much space these loaches really use? I don't want to
overpopulate my tank.
