skinny loach

I bought three baby clowns about three weeks ago. Two of them were happy to meet the two older clowns in the tank and the four of them are non-stop playfulness. They are constantly weaving playful patterns up and down, side to side, generally having a terrific time. One of the babies however, isn't in the club. He is skinny, almost to the point of being emaciated, and spends all his time searching the tops of rocks in the upper third of the tank for food while his buddies scour the bottom for food. What's wrong with him? It seems like he doesn't know how to "be" a loach. Any ideas?
