Question re fishless cycling

Ok, diluted the tank water to get the ammonia down a little, but the ammonia readings are still extremely high (over my test which goes up to 5-7ppm, nesslor) The nitrites are a little higher. Today they tested at 5ppm. I am not sure if I am making any progress. When the nitrites start climbing shouldn't the ammonia go down? I am used to cycling with fish, so I need to check with someone who has done this, I hope?
