Question on inhabitants for new small tank

Hello. I recently discovered that I had an empty tank in my house, and I also set it up a few days ago. The size of the tank is about 3.5 gallons. I was wondering what types of fish I could put in there? (3-4)Would Cardinal Tetras be O.K. in there? What about a small bottom dwelling fish, like a Cory or a small Loach. My big tanks have no more roo in them. Or possibly could I get a pair of Rams to go in there?

Thanks for any suggestions. Mike

P.S. I saw a 90 gallon tank for sale yesterday for $300 including the stand, filter, and heater. Wish I had room for a 4th tank. My 80 gallon seemed to be almost the same size when I compared them.
