Overcrowding suggestions....

How many of the suggestions for overcrowding should actually be followed exactly? My tank is very crowded and is only a 20 gallon. I am going to be lonely when I move most of them into my 55 and both tanks are kinda empty. I mean what is the reccommended tank size for just a couple clown loaches? 75,100 gallons if you want other fish? How are people supposed to afford anything over a 55 gallon??? I have seen angelfish breed in a 10 gallon tank in a fish store before. That tank also had a pleco and some catfish. Wouldn't you call that crowded(even worse that mine!)? But it still worked out...
