Help! Sick Clown?!

I am not quite sure if my clown loach is sick, a vegetarian, or just stuborn. Whenever I feed my fish he swims away to a quiet corner and just sits there. I have only seen him nibble at some frozen brine shrimp once. He has never tried any flake food. It seems, however, that he has been eating algea or something because he has normal colors and no signs of fading. A lot of the time his "whiskers" are curled up on the end blocking the mouth and he sometimes stretches out his mouth as if he were kissing something.

My wierd clown loach also lays on its side and back more than usual. It also is scared of any fish that moves although it will settle in with my catfish every once in a while. What can I do to help him? I don't think he has any disease because there are no white spots or anything...and he seems to be getting a little bit more weak. Please help! Any suggestions will be useful.
